The actions of the thugs in Chechnya are a challenge to the basic principles of humaneness and an outrage upon the very fundamental right of each and every person - the right to live. This point is emphasized in a message that Russian Foreign Minister Igor Ivanov has addressed to Anna Lindh, Foreign Minister of Sweden that now holds the presidency in the European Union.

"The responsibility for all these barbaric actions lies both on the terrorist ringleaders as well as on their patrons abroad," Igor Ivanov emphasized.

These so-called "fighters for human rights" are continuing to stubbornly repeat the hackneyed accusations against the federal authorities, and are pushing through at various international forums anti-Russia resolutions that actually encourage and justify the terrorists, the message reads. "Regretfully, many international so-called "human rights organizations" say nothing about such outrageous crimes," Igor Ivanov pointed out.

In his message to the leadership of the EU, the Russian foreign minister quotes the head of the Chechen administration, Akhmad Kadyrov , that "certain forces are displeased that after a break of ten years the process of reviving education, the teaching of children, has started in the republic."

Igor Ivanov draws attention to the measures being taken by the Russian leadership to normalize life in the republic. In particular, he pointed to the reduction of the armed forces group, the practically total restoration of local bodies of power and the judicial system, the functioning of law enforcement agencies and the opening of hospitals and schools. We are witnessing the economic revival of Chechnya as a full-fledged subject of the Russian Federation. Efforts are being stepped up to restore human rights, the foundations of a law-governed state. Work on drawing up the Chechen republic's Constitution has been started.

"At long last, the population sees a way out of the blind alley into which the separatist leaders led them," the Russian foreign minister emphasizes.
